DUBAI, March 18 (Xinhua) -- United Arab Emirates (UAE) Vice President, Prime Minister and Ruler of Dubai Sheikh Mohammed Bin Rashid Al-Maktoum handed out on Sunday the global teacher's prize to MacDonnell.
